A partially signed bitcoin transaction is a transaction representation that contains the information necessary for signers to produce signatures for said transaction; it is capable of holding signatures for an input while the input does not have a complete set of signatures. The format (standardized by BIP 174) can be used between clients, allowing participants to pass around their transaction for signing (and ultimately to combine the associated signatures).
